Open Work Permits in Canada: Who Qualifies and What Options Exist
An open work permit lets you work for almost any employer in Canada without a job offer tied to one company. Employers do not need an LMIA or an offer of employment submission for open work permit holders.
Open work permits are available only in specific situations. Most applicants apply from inside Canada. This page outlines the main categories, who they suit, and how they can fit into a longer-term permanent residence plan.

1. Post-Graduation Work Permit (PGWP)
For eligible graduates of designated learning institutions in Canada.
Allows work for almost any employer after completing an eligible program
Length depends on the program (often up to 3 years for longer programs)
Canadian work experience gained on a PGWP is often used for Express Entry (Canadian Experience Class) and provincial programs
Eligibility rules have tightened in recent years (including language and, for some programs, field-of-study requirements).

2. Spousal Open Work Permit (SOWP)
For spouses or common-law partners of certain international students or foreign workers.
Spouses of students
Generally limited to partners of students in eligible master’s, doctoral, or specified professional programs (and some Francophone/healthcare-related programs).
Spouses of workers
Generally available when the principal worker holds a valid work permit in a high-skilled occupation (TEER 0 or 1, or selected TEER 2/3 occupations), with remaining validity requirements that must be checked carefully.

3. Bridging Open Work Permit (BOWP)
For certain permanent residence applicants already in Canada whose PR application has passed the completeness check.
Helps maintain work authorization while waiting for a PR decision
Not automatic — timing and eligibility must be confirmed before the current permit expires
Should not be used as a way to extend stay if you are not eligible

4. International Experience Canada — Working Holiday
For eligible youth from countries that have a reciprocal agreement with Canada (age limits and quotas vary by country).
Open work permit (not tied to one employer)
Usually applied for from outside Canada
Temporary by design; useful for gaining Canadian experience and assessing longer-term options
Young Professionals and International Co-op under IEC are generally employer-specific, not open.
5. Open Work Permits Linked to Permanent Residence or Family Sponsorship
Examples include:
Sponsored spouses/partners (and sometimes dependent children) applying from inside Canada under family class or the Spouse or Common-Law Partner in Canada class
Certain family members of permanent residence applicants
Some situations where a principal applicant is already in a PR process and family members need work authorization

6. Vulnerable Workers and Protection-Related Open Work Permits
Open work permits for workers who are experiencing or at risk of abuse in the workplace (allows them to leave an abusive employer)
Open work permits for certain refugees, asylum claimants, and protected persons
These categories serve specific protection needs and have their own eligibility and evidence requirements.
7. Prospective Provincial Nominee Program candidates with a support letter from Manitoba
You may be eligible to apply for an open work permit under a temporary public policy if you meet all of the following criteria:
You’re a temporary worker in Manitoba.
You’ve been placed in an Expression of Interest pool under the Manitoba Provincial Nominee Program on or before December 31, 2025.
You were given an open work permit support letter on or before December 31, 2025, as proof.
This open work permit allows you to work in Manitoba for up to 2 years.
This work permit is not for applicants who were already nominated by a province or territory under the Provincial Nominee Program.
Important:
Many PNP-supported work permits are employer-specific, not fully open. They still depend on the province’s letter, the job offer, and the applicable IRCC instructions. A PNP support letter does not by itself create an open work permit in every case.
When the permanent residence application has been submitted and has passed the completeness check, a Bridging Open Work Permit may become available for eligible PNP principal applicants (see the BOWP section above).
8. Other Situations
Depending on circumstances, open work permits may also be available to:
Certain temporary resident permit (TRP) holders
Some public-policy or crisis-response cohorts
Limited other special measures announced by IRCC
These are situation-specific and change over time.
What an Open Work Permit Does — and Does Not Do
It does:
Allow work for almost any employer (with standard restrictions)
Remove the need for an employer LMIA or offer of employment for that permit

It does not:
