Bridging Open Work Permit (BOWP): Work While You Wait for Permanent Residency

Who Can Apply for a BOWP?

To qualify for a BOWP, you must have applied for permanent residence under one of these programs:

  • Express Entry Streams: Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program

  • Provincial Nominee Program (PNP): Whether through Express Entry or another pathway

  • Quebec Skilled Workers

  • Agri-Food Pilot

  • Home Child-Care Provider Pilot or Home Support Worker Pilot

  • Caring for Children or People with High Medical Needs Programs

Eligibility Requirements

To be eligible for a BOWP, you must meet the following criteria:

  • Residency: You must be living in Canada (and intend to live outside of Quebec) when applying. You can travel outside Canada while your application is processed, but if your current work permit expires while you're away, you won’t be able to work until your new permit is approved.

  • Work Status: You must currently hold a valid work permit, have maintained worker status with an expired permit, or be eligible to restore your status and get a new permit.

  • PR Application Status: You must be the principal applicant on a complete permanent residence application that has passed the completeness check.

  • Required Documentation:

    • All applicants: Must have received an acknowledgment of receipt letter

    • PNP applicants: Must have received a nomination letter with no employment restrictions.

    • Quebec Skilled Workers: Must have received a CSQ and a letter confirming a permanent residence application number starting with “E.”

    • Home Child-Care Provider or Home Support Worker Pilot: Must have at least six months of qualifying work experience.

What If You’re Not Eligible Yet?

If you don’t yet qualify for a BOWP, it's crucial to maintain your worker status in Canada. Letting your work permit expire could impact your ability to stay employed. Your employer may need to obtain a new Labour Market Impact Assessment (LMIA) or submit a fresh job offer to ensure you can continue working.
