Full-time: at least 30 hours/week and at least 780 hours in a 12-month period, same occupation, employer, and location as the offer
Recent Ontario graduate: 3 months consecutive, paid, full-time in that job-offer position within the 12 months before you apply
Graduate within the last 3 years from an eligible Ontario institution with a qualifying credential (e.g. 2+ year degree/diploma, Ontario College Graduate Certificate, Master’s, or PhD)
Full-time: at least 30 hours/week and at least 390 hours in a 12-month period
2 years cumulative, paid, full-time work in the same NOC as the job offer (or certain related NOCs for engineering tech, pharmacy assistants, nurse aides), within 5 years before you apply — or equivalent part-time
Full-time: at least 30 hours/week totaling at least 3,120 hours over two years
Mandatory licence / authorization required by Ontario or federal law for that position (from the proper regulator) — in many cases this can replace the work-experience options above
For TEER 0–3, the 6‑month rule is about recent continuous work in the specific job-offer position with that employer; the 2‑year rule is an alternative based on longer cumulative experience in the same occupation (NOC).
Exceptions to note
Transport truck drivers (NOC 73300) and bus/transit operators (NOC 73301) must still meet the 6-month consecutive work-experience rule, even if licensed or recent graduates.
Related-NOC flexibility applies only for specific pairs (e.g. certain engineering, pharmacist → pharmacy assistant, LPN/RN → nurse aide).
TEER 4 or 5 Work Experience
At least 9 months cumulative, paid, full-time work in the job-offer employment position
Gained within 2 years before you apply
Full-time: at least 30 hours/week and at least 1,170 hours in a 12-month period, same occupation, employer, and location
Experience must be completed by application submission. Short paid leave (vacation, regular sick leave) usually does not break “full-time”; extended leave generally does.
Language
Legal status and intention
If applying from inside Canada: valid temporary status (or maintained status) at application.
You must show intention to live and work in Ontario after PR (ties such as work, study, property, networks, family, etc.).
Employer and job-offer requirements
Does not apply to self-employed physicians.
The employer must typically:
Be in active business for at least 3 years before applying
Have a business premises in Ontario where you will work
Have no outstanding orders under Ontario ESA or OHSA
Meet revenue and minimum full-time Canadian citizen/PR employee counts based on job location
Show recruitment efforts for a Canadian/PR if you are outside Canada or working outside Ontario
The job offer must be:
Full-time and permanent in Ontario
Urgently necessary to the business
Not related to a labour dispute
At the required wage for the location
Ontario Public Service (OPS) as employer is not accepted under OINP. Other government employers may qualify if they meet the rules as separate entities.
If you already work in the position, you generally must stay in it through nomination and the post-nomination period until PR is decided. Material changes to duties, wage, or hours must be reported to OINP.
Steps to apply (with a job offer)
Employer registers and submits the job offer in the Employer Portal.
You register an EOI within 30 calendar days of that job-offer submission (use the job offer ID).
If invited to apply:
Employer submits the application to approve the employment position within 14 calendar days of the invitation.
You submit your application and pay fees within 17 calendar days of the invitation, after the employer has submitted their application.
You must be able to prove what you claimed in the EOI. Meeting minimums does not guarantee an invitation or nomination.
Self-employed physicians (no job offer)
Under the Ontario Workforce Priority stream, eligible self-employed physicians may apply without a job offer and without meeting the usual employer requirements.
Who qualifies
You may apply as a self-employed physician if you meet both of the following:
1. You are eligible to receive payment for publicly funded health services under the Health Insurance Act, 1990 — meaning you have an Ontario Health Insurance Plan (OHIP) billing number.
2. You hold a certificate in one of these classes and are a member in good standing with the College of Physicians and Surgeons of Ontario (CPSO):
- certificate of registration authorizing independent practice, or
- certificate of registration authorizing academic practice, or
- provisional certificate of registration
If you meet these requirements, you do not need to meet the other job-offer applicant requirements on this page, and employer requirements do not apply.
Who does not use this route
- Postgraduate education licence holders are not eligible as self-employed physicians. They may still qualify under OWP only if they have a qualifying job offer from an Ontario employer and meet the job-offer pathway rules.
- Other self-employed professionals or contractors without a legal employer–employee relationship are not eligible under OWP, except self-employed physicians as defined above.
How the process differs

Scoring notes for physicians
EOI points still apply, with physician-specific treatment in places, for example:
- Hourly wage scoring does not apply to self-employed physicians.
- Ontario work experience for physicians is scored on cumulative medical practice in Ontario (e.g. higher points for longer practice; under 6 months typically scores 0 on that factor — confirm current grid on ontario.ca).
- Regional immigration points are based on your Ontario practice address linked to your OHIP billing number registration, not a job-offer work location.
Express Entry
Self-employed physician applicants may request nomination through the IRCC Express Entry system if they also meet a federal Express Entry program and maintain a valid EE profile. A provincial nomination adds 600 CRS points. IRCC makes the final PR decision.
