For scaleups and expanding companies: ICT, other work-permit options, family status, and how an RCIC helps with strategy, documentation, and compliance-minded planning.

Strategic Mobility for Scaleups: Navigating Corporate Expansion and Work Permits in Canada

For fast-growing scaleups, venture-backed tech firms, and international enterprises expanding their footprint into Canada, operational speed and compliance are essential.

Whether you are deploying an executive officer, relocating a VP of Engineering, or transferring a specialized technical team, traditional Labour Market Impact Assessments (LMIAs) with standard recruitment cycles can delay product releases and disrupt commercial timelines.

If your company is expanding its Canadian operations, having a clear global mobility strategy helps ensure your key personnel are on the ground legally, without the procedural missteps that stall business launch.

This page is for companies and leaders who need a clear mobility plan. Detailed ICT rules are explained on our ICT page.

Mobility tools companies often use

Core Mobility Pathways for Growing Enterprises

  • Business visitors

For short commercial activities that do not enter the Canadian labour market—for example meetings, negotiations, certain after-sales service under a warranty or sales agreement, or specified training—when the person’s main business and income remain outside Canada.

This is not a substitute for running a Canadian office or performing productive work day to day.

  • Intra-Company Transfers (ICT C61 / C62 / C63):

    • C61 (New Office): For transferring key personnel to establish a new startup office or Canadian branch (issued for 1 year initially).

    • C62 (Senior Executives & Managers): For transferring senior leaders to direct Canadian operations (renewable up to 7 years).

    • C63 (Specialized Knowledge): For key staff possessing proprietary or advanced technical expertise essential to the Canadian affiliate (renewable up to 5 years).

  • Global Talent Stream (GTS):

    • An LMIA stream designed for eligible highly skilled roles (for example many software, data, and related tech occupations), including Category A (designated partner referrals) and Category B (occupations on the Global Talent list), when employer and program conditions are met. ESDC/IRCC may publish expedited service standards; actual timelines still depend on a complete file, admissibility, and current processing. Confirm current GTS rules before planning a start date.

  • Innovation Stream (Global Hypergrowth Project):

    • Employer-specific work permit options for key talent joining participating anchor innovation employers in Canada, where the program remains available and the employer/candidate qualify. Eligibility is employer and program-specific, not a general open category for every scaleup.

Program names and service standards change. We assess current eligibility rather than relying on outdated “fast-track” marketing claims.

Why experienced guidance matters

Bringing key people from overseas is a business event. Problems often come from:

  • weak documentation of the corporate relationship for ICT

  • job descriptions that do not support the category claimed

  • wage, location, or Employer Portal issues

  • family applications left until the last moment

  • starting work on visitor status

As a Regulated Canadian Immigration Consultant (RCIC), I assist growing companies in selecting the appropriate work permit streams, preparing IRCC-compliant documentation, and maintaining full compliance with Employment and Social Development Canada (ESDC) standards.

How we work with corporate clients

Every enterprise expansion involves distinct talent requirements and operational timelines. Rather than using rigid subscription templates, our engagement model reflects the reality of corporate representation:

  • Initial Corporate Strategy Assessment: We evaluate your corporate structure, hiring roadmap, and proposed candidate qualifications to determine eligibility.

  • Transparent Quoted Representation: We provide clear, itemized fee quotes per application (covering principal applicant work permits, Spousal Open Work Permits, and dependent filings).

  • Compliance & Transition Planning: Guidance on ESDC/IRCC employer compliance records and mapping long-term permanent residence options for transferred executives.

As a licensed consultant (RCIC – R515705), I focus on practical, evidence-based immigration strategies. We work directly with your HR and executive leadership to handle global mobility requirements thoroughly, ensuring your team can focus on scaling your business in Canada. While we cannot guarantee specific outcomes, we are fully committed to working toward the best possible result for you.
