1. Express Entry Profile
You must have a valid profile in the federal Express Entry system and receive a Notification of Interest (NOI) from Ontario. The NOI is your invitation to apply for nomination, so make sure your Express Entry profile is up-to-date and accurate.
2. Work Experience
You can qualify under one of two federal programs:
Federal Skilled Worker Program (FSWP):
At least one year of continuous, paid, full-time work (or equivalent part-time) in a TEER 0, 1, 2, or 3 occupation (per the National Occupational Classification, NOC).
Work experience must be within the last five years and in the same primary occupation as your Express Entry profile.
Can be gained in Canada or abroad.
Self-employment requires verifiable documentation (e.g., client reference letters, invoices).
Canadian Experience Class (CEC):
At least one year of cumulative, paid, full-time work (or equivalent part-time) in Canada in a TEER 0, 1, 2, or 3 occupation.
Work must be within the last three years and while maintaining legal status in Canada.
For targeted draws, at least six months of your experience must be in your primary NOC.
Physicians in specific NOCs (31100, 31101, 31102) can use self-employment.
Note: Volunteer work, unpaid internships, or work during full-time studies (e.g., co-op terms) don’t count. Full-time work means at least 30 hours per week (1,560 hours over one year), and part-time must meet equivalent hours.
3. Education
You need a Canadian bachelor’s, master’s, or PhD degree or an equivalent foreign credential verified by an Educational Credential Assessment (ECA) from a designated organization (e.g., World Education Services, University of Toronto’s Comparative Education Service). The ECA report must be less than five years old and shared electronically with OINP.
Exceptions:
Nurses registered with the College of Nurses of Ontario in specific NOCs (31300, 31301, 31302, 32101) don’t need to meet this requirement.
Early childhood educators who are members of the College of Early Childhood Educators with NOC 42202 are also exempt.
4. Language Skills
You must demonstrate:
French: Canadian Language Benchmark (CLB) level 7 or higher.
English: CLB level 6 or higher.
Approved tests (taken within the last two years):
English: IELTS General Training, CELPIP General, or PTE Core.
French: TEF Canada or TCF Canada.
5. Settlement Funds
You need enough money to support yourself and your dependents in Canada. This can come from:
Bank statements, investments, or mutual funds.
Annual earnings from ongoing employment in Ontario.
A job offer in Ontario. For example, if you need $29,000 for your family size, a $25,000 job offer plus $5,000 in savings would meet the requirement.
6. Intention to Live in Ontario
You must show ties to Ontario, such as:
Current or past employment in Ontario.
Job applications or interviews.
Studying, volunteering, or owning/leasing property.
Family ties, professional networks, or frequent visits.
7. Legal Status (if in Canada)
If you’re applying from within Canada, you must have legal status (e.g., visitor record, work permit, study permit) or maintained status (i.e., you’ve applied to renew your permit before it expired).
8. Federal Skilled Worker Program Points (if applicable)
If you choose FSWP, you must score at least 67 points on the six selection factors: education, language skills, work experience, age, arranged employment, and adaptability.
