  • At least two years of your PhD studies must have been completed while legally living in Ontario.

  • If you received a scholarship or grant requiring you to return to your home country, you must fulfill those obligations before applying.

2. Residency in Ontario

You must have legally lived in Ontario for at least one year (cumulative) in the two years before applying.

3. Settlement Funds

  • You need enough funds to support yourself and any dependent family members (spouse, common-law partner, or children under 22).

  • Funds can come from bank statements, investments, ongoing employment in Ontario, or a job offer. For example, if you need $29,000 for your family size, a $25,000 job offer plus $5,000 in savings would meet the requirement.

4. Intention to Live in Ontario

You must show a genuine intent to live and work in Ontario. This can be demonstrated through ties like past or current employment, job applications, studying, volunteering, or owning/leasing property.

5. Legal Status in Canada (if applicable)

If you’re applying from within Canada, you must have legal status (e.g., study permit, work permit, or maintained status) at the time of application.

6. Application Period

You must apply within two years of completing your PhD degree requirements. For example, if your degree was granted on June 1, 2023, you must submit your application by June 1, 2025.
