You hold a temporary resident permit (TRP) valid for six months or more.
You’re awaiting a decision on your permanent residence application.

You are authorized to work without a permit but need one for a different job (excluding business visitors).
You are a trader, investor, intra-company transferee, or professional under the Canada-U.S.-Mexico Agreement (CUSMA).
Note: Visitors in Canada are not eligible to apply for a work permit from within the country.
Eligibility for Applying at a Port of Entry (POE)
If you wish to apply for your work permit upon arrival in Canada, you can do so at a POE such as an airport or land border, but only if you're eligible. Here’s what you need to know:
Eligible applicants at POE:
If you're from a visa-exempt country, you can apply for a work permit upon arrival.
If you’re eligible for an eTA or do not need a visitor visa, you can apply for a work permit at the POE.
Ineligible applicants at POE:
If you require a visitor visa to enter Canada, you cannot apply for a work permit at the POE.
If you're from a country on the restricted list or applying under programs like the Seasonal Agricultural Worker Program, you’re not eligible to apply at a POE.
As of June 21, 2024, you can no longer apply for a Post-Graduation Work Permit (PGWP) at a POE.
